8.7 Compliance Requirements

· Method statement and risk assessment briefing


Specialist workers for domes, minarets, gold leaf, marble, mosque interiors, security systems, and commissioning must be approved by the Client’s representative and Balfour Beatty before mobilisation.



Note: This blueprint is a planning-level document. Construction requires licensed architects, structural/MEP engineers, planning approvals, environmental studies, security consultants, and a formal contract with Balfour Beatty or another contractor. Unlimited labour and a tripled workforce are planning assumptions. Actual simultaneous site capacity may be limited by safety, labour law, immigration rules, site logistics, supply chain, and regulatory approvals. Halving the delivery period to 4–5 years will significantly increase cost, supervision, welfare, security, and coordination requirements. Final numbers remain subject to approved design, contract, and regulatory review.
