8.5 Acceleration Requirements
To achieve a 4–5 year delivery with 15,000 peak workers and unlimited labour mobilisation:
· 24/7 construction operations where legally permitted
· Multiple shifts and staggered start times
· Parallel construction of all major zones
· Off-site prefabrication of MEP modules, bathroom pods, faƧade panels, and structural elements
· Additional tower cranes, mobile cranes, concrete batching plants, and pumping stations
· Expanded site logistics, warehousing, laydown yards, and conveyor systems
· Dedicated worker transport, shuttle routes, and temporary access roads
· Expanded medical, fire, rescue, security, and welfare facilities
· Increased supervision, safety officers, QA/QC inspectors, and coordination staff
· Advance procurement and pre-buy of long-lead materials
· Multiple subcontractor packages running simultaneously
· Security screening and induction for 15,000+ workers
· Real-time digital scheduling, BIM coordination, and 4D/5D control
8.6 Total Labour Position
Item Revised Position
Total Labour Unlimited — no cap
Indicative Man-Hours 30–52.5 million
Peak On-Site Workers 15,000
Off-Site Prefabrication Workers 3,000–4,500
Construction Duration 4–5 years
Shift Pattern 24/7 where permitted
8.7 Compliance Requirements
All workers must have:
· Valid identity and right-to-work documentation
· Site induction
· Trade licences and certifications
· Safety training
· PPE
· Medical fitness where required
· Security clearance for restricted zones
· Competency assessment
· Method statement and risk assessment briefing
Specialist workers for domes, minarets, gold leaf, marble, mosque interiors, security systems, and commissioning must be approved by the Client’s representative and Balfour Beatty before mobilisation.
Note: This blueprint is a planning-level document. Construction requires licensed architects, structural/MEP engineers, planning approvals, environmental studies, security consultants, and a formal contract with Balfour Beatty or another contractor. Unlimited labour and a tripled workforce are planning assumptions. Actual simultaneous site capacity may be limited by safety, labour law, immigration rules, site logistics, supply chain, and regulatory approvals. Halving the delivery period to 4–5 years will significantly increase cost, supervision, welfare, security, and coordination requirements. Final numbers remain subject to approved design, contract, and regulatory review.
